일반 청중들을 대상으로 하여, 폭넓은 주제의, 공적 관심사 혹은 공적인 문제들에 관해 논하는 작가들과 사상가들을 일컫는다.

"PublicIntellectual"이라는 용어는, The Last Intellectuals: American Culture in the Age of Academe(1987)라는 책에서 저자인 Russell Jacoby라는 인물이 만들어낸 말이라고 한다.

최근 들어서 PublicIntellectual이 사라지고 있다 혹은 주요한 역할을 해내는 PublicIntellectual들이 줄어들고 있다 혹은 존재하지않는다 등등의 우려의 목소리들이 많이 나오고 있다. 다른 한편으로는, 현대사회에서는 단지 "미디어가 언급하는 인물"들, 또는 "미디어가 만들어내는 인물"들이 PublicIntellectual이라는 정도의 수준에서 논의되고 있는 게 아닌가 하는 이야기도 있다.

Intellectuals have become recognizable not because of their schooling but because of their opinions. 따라서 intellectual에 대한 존경과 부러움은 "brain"을 향할 것이 아니라 "mind"를 향할 일이다.
